A bill for an act
relating to housing; establishing task force on student housing; requiring reports.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Composition of task force. new text end

new text begin (a) The commissioner of the Housing Finance
Agency shall establish and appoint a Student Housing Advisory Task Force composed of
the following nine members, who serve at the pleasure of the commissioner:

new text begin (1) three owners of rental housing for students in postsecondary education;
new text end

new text begin (2) one student living in a metropolitan county as defined by Minnesota Statutes, section
473.121, subdivision 4;

new text begin (3) one student living in a nonmetropolitan county;
new text end

new text begin (4) two members representing nonprofit organizations serving postsecondary students;
new text end

new text begin (5) one housing attorney; and
new text end

new text begin (6) one board member of the Housing Finance Agency.

new text begin (b) Minnesota Statutes, section 15.059, governs the task force.

new text begin (c) The task force expires on January 10, 2025.

new text begin The task force shall meet on a regular basis to perform the following
duties:

new text begin (1) review and report on the housing needs of postsecondary education students
throughout the state;
new text end

new text begin (2) review and report on difficulties unique to providers of student housing throughout
the state; and
new text end

new text begin (3) develop and assess recommendations to the legislature on legal changes needed to
improve the experience of postsecondary students renting short-term housing.

new text begin The commissioner shall convene the first meeting of the
advisory task force and shall provide administrative support and staff.

to the legislature no later than January 7, 2025.

new text begin This section is effective the day following final enactment and
