A bill for an act
relating to workforce development; establishing a youth-at-work grant program;
appropriating money; proposing coding for new law in Minnesota Statutes,
chapter 116L.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The commissioner shall award grants to eligible
organizations for the purpose of providing workforce development and training
opportunities to economically disadvantaged or at-risk youth ages 14 to 24.

new text begin For purposes of this section:
new text end

new text begin (1) "eligible organization" means a local government unit, nonprofit organization,
community action agency, or a public school district;

new text begin (2) "at-risk youth" means youth classified as at-risk under section 116L.56,
subdivision 2; and
new text end

new text begin (3) "economically disadvantaged" means youth who are economically disadvantaged
as defined in United States Code, title 29, section 1503.

new text begin Competitive grant awards. new text end

new text begin (a) In awarding competitive grants, priority
shall be given to programs that:

new text begin (1) provide students with information about education and training requirements for
careers in high-growth, in-demand occupations;
new text end

new text begin (2) serve youth from communities of color who are underrepresented in the
workforce; or
new text end

new text begin (3) serve youth with disabilities.

new text begin (b) At least 25 percent of the grants must serve youth from communities of color
living in low-income areas, as defined in section 116M.14, subdivision 4.

new text begin (a) Stability funds must be allocated as follows:

new text begin (1) 70 percent to workforce investment boards, or a city of the first class that does
not have a federal designation as a workforce service area, based on the service area's or
city's share of youth from communities of color; and

new text begin (2) 30 percent to workforce investment boards, or a city of the first class that does
not have a federal designation as a workforce service area, based on the service area's or
city's share of economically disadvantaged youth.

new text begin (b) In calculating funds under paragraph (a), a city of the first class that does not
have a federal designation as a workforce service area shall receive funding separately
from the county in which the city is located if the county is also a workforce service area.

new text begin The commissioner shall report to the legislature
on the performance outcomes of this section in the same manner and with the same
content as required by section 116L.98.

Sec. 2. new text begin APPROPRIATIONS; YOUTH-AT-WORK.
new text end

new text begin (a) $10,000,000 in fiscal year 2017 is appropriated from the general fund to
the commissioner of employment and economic development for the youth-at-work
competitive grant program under Minnesota Statutes, section 116L.562, subdivision 3.
This appropriation is for increases to existing applicants who were awarded grants in
fiscal years 2016 and 2017, and also for new applicants. This appropriation is in addition
to the appropriation in Laws 2015, First Special Session chapter 1, article 1, section 2,
subdivision 3, paragraph (e), and shall be added to the base.

new text begin (b) $2,000,000 in fiscal year 2017 is appropriated from the general fund to the
commissioner of employment and economic development for the youth-at-work stability
funding under Minnesota Statutes, section 116L.562, subdivision 4. The base amount for
fiscal year 2018 and later is $2,000,000 per year.
