A bill for an act
relating to capital investment; appropriating money for wellhead protection;
authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $20,000,000 is appropriated from the bond
proceeds fund to the commissioner of health for competitive grants to public water
suppliers to acquire land in fee to protect community water systems within drinking
water supply management areas with very high and high vulnerability to contamination.
Land acquired in fee under this paragraph must be maintained in a manner that protects
groundwater from contamination and may be used to provide multiple benefits, including:
wildlife habitat; park, trail, and other open space; and land for the installation of solar and
wind energy facilities. To be eligible for a grant under this section, a public water supplier
must have a wellhead protection plan or alternative water source protection plan for river
or other surface water sources approved by the commissioner of health. Priority must be
given to projects that provide multiple benefits and are matched with other state funds
for those purposes, including the outdoor heritage fund, the clean water fund, and the
environment and natural resources trust fund. Any money earned from the installation of
solar and wind energy facilities installed on land purchased under this paragraph must be
used for the acquisition of additional land for the purposes of this paragraph.

of natural resources to acquire land in fee for wildlife management area purposes under
Minnesota Statutes, section 86A.05, subdivision 8, and for scientific and natural area
purposes under Minnesota Statutes, section 86A.05, subdivision 5. Land acquired under
this paragraph must be located within a drinking water supply management area with very
high or high vulnerability to contamination.

new text begin To provide the money appropriated in subdivision 1 from
the bond proceeds fund, the commissioner of management and budget shall sell and
issue bonds of the state in an amount up to $30,000,000 in the manner, upon the terms,
and with the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and
by the Minnesota Constitution, article XI, sections 4 to 7.
