  1.1                          A bill for an act 
  1.2             relating to transit; authorizing the metropolitan 
  1.3             council to issue bonds; requiring consideration of 
  1.4             incorporating child care facility in transit garage; 
  1.5             amending Minnesota Statutes 1996, section 473.39, by 
  1.6             adding a subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1996, section 473.39, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 1e.  [OBLIGATIONS.] In addition to the authority in 
  1.11  subdivisions 1a, 1b, 1c, and 1d, the council may issue 
  1.12  certificates of indebtedness, bonds, or other obligations under 
  1.13  this section in an amount not exceeding $32,500,000, which may 
  1.14  be used for capital expenditures as prescribed in the council's 
  1.15  transit capital improvement program and for related costs, 
  1.16  including the costs of issuance and sale of the obligations. 
  1.17     Sec. 2.  [CHILD CARE FACILITY.] 
  1.18     In connection with the capital expenditure authority in 
  1.19  Minnesota Statutes, section 473.39, subdivision 1e, the 
  1.20  metropolitan council shall consider incorporating in a new 
  1.21  transit garage a child care facility to assist in the 
  1.22  recruitment and retention of metropolitan transit drivers.
