A bill for an act
relating to employment; providing for identification of program barriers to
employment for persons with mental illness; requiring report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

PROGRAM EMPLOYMENT BARRIERS.

new text begin The commissioner of employment and economic development must, in consultation
with the commissioner of health and human services and stakeholders, identify barriers
that people with mental illness face in obtaining employment and identify all current
programs that could assist people with mental illness in obtaining employment.
Stakeholders include people with mental illness and their families, mental health
providers, employers, and waivered services providers. The commissioner of employment
and economic development shall submit a detailed plan to the chairs and ranking minority
members of the legislature with jurisdiction over employment and health and human
services policy and finance by February 1, 2017, identifying the barriers and proposed
recommendations to improve the employment rate among people with mental illness.
