A bill for an act
relating to the legislature; modifying the date on which the legislature must meet
in odd-numbered years; modifying the definition of legislative day; amending
Minnesota Statutes 2022, sections 3.011; 3.012.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2022, section 3.011, is amended to read:

3.011 SESSIONS.

The legislature shall meet at the seat of government on the first Tuesday after the deleted text begin first deleted text end new text begin
second new text end Monday in January of each odd-numbered year. deleted text begin When the first Monday in January
falls on January 1, it shall meet on the first Wednesday after the first Monday. deleted text end It shall also
meet when called by the governor to meet in special session.

Sec. 2.

Minnesota Statutes 2022, section 3.012, is amended to read:

3.012 LEGISLATIVE DAY.

new text begin For the purposes of article IV, section 12, of the Minnesota Constitution, new text end a legislative
day is a day when either house of the legislature deleted text begin is called to order deleted text end new text begin gives any bill a third
reading, adopts a rule of procedure or organization, elects a university regent, confirms a
gubernatorial appointment, or votes to override a gubernatorial veto new text end . A legislative day begins
at seven o'clock a.m. and continues until seven o'clock a.m. of the following calendar day.
