  1.1                          A bill for an act 
  1.2             relating to education; providing for minimum secondary 
  1.3             and elementary sparsity revenue; amending Minnesota 
  1.4             Statutes 1998, section 126C.10, by adding subdivisions.
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1998, section 126C.10, is 
  1.7   amended by adding a subdivision to read: 
  1.8      Subd. 7a.  [MINIMUM SECONDARY SPARSITY REVENUE.] (a) A 
  1.9   district's minimum secondary sparsity revenue equals: 
  1.10     (1) the sum of: 
  1.11     (i) the district's fiscal year 1999 secondary sparsity 
  1.12  revenue according to subdivision 7, plus 
  1.13     (ii) the portion of the district's fiscal year 1999 aid 
  1.14  adjustment according to section 127A.47 attributable to the 
  1.15  district's secondary sparsity revenue, divided by 
  1.16     (2) the district's adjusted pupil units for the 1998-1999 
  1.17  school year, multiplied by 
  1.18     (3) the district's adjusted pupil units for the school year.
  1.19     (b) Beginning in the 1999-2000 school year, if the 
  1.20  district's secondary sparsity revenue, according to subdivision 
  1.21  7, is less than its minimum secondary sparsity revenue, the 
  1.22  district shall receive additional secondary sparsity revenue 
  1.23  equal to the difference between: 
  1.24     (1) the district's minimum secondary sparsity revenue, and 
  1.25     (2) the district's secondary sparsity revenue according to 
  2.1   subdivision 7. 
  2.2      Sec. 2.  Minnesota Statutes 1998, section 126C.10, is 
  2.3   amended by adding a subdivision to read: 
  2.4      Subd. 8a.  [MINIMUM ELEMENTARY SPARSITY REVENUE.] (a) A 
  2.5   district's minimum elementary sparsity revenue equals: 
  2.6      (1) the sum of: 
  2.7      (i) the district's fiscal year 1999 elementary sparsity 
  2.8   revenue according to subdivision 8, plus 
  2.9      (ii) the portion of the district's fiscal year 1999 aid 
  2.10  adjustment according to section 127A.47 attributable to the 
  2.11  district's elementary sparsity revenue, divided by 
  2.12     (2) the district's adjusted pupil units for the 1998-1999 
  2.13  school year, multiplied by 
  2.14     (3) the district's adjusted pupil units for the school year.
  2.15     (b) Beginning in the 1999-2000 school year, if the 
  2.16  district's elementary sparsity revenue, according to subdivision 
  2.17  8, is less than its minimum elementary sparsity revenue, the 
  2.18  district shall receive additional elementary sparsity revenue 
  2.19  equal to the difference between: 
  2.20     (1) the district's minimum elementary sparsity revenue, and 
  2.21     (2) the district's elementary sparsity revenue according to 
  2.22  subdivision 8. 
  2.23     Sec. 3.  [EFFECTIVE DATE.] 
  2.24     Sections 1 and 2 are effective for revenue for fiscal year 
  2.25  2000 and later.
