A bill for an act
relating to capital investment; appropriating money for upgrades and improvements
of certain streets in Sartell; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $19,100,000 is appropriated from the bond proceeds
account in the state transportation fund to the commissioner of transportation as provided
in Minnesota Statutes, section 174.50, for a grant to the city of Sartell for improvements to
the following streets: 50th Avenue South from Heritage Drive to 23rd Street South; 23rd
Street South from Pinecone Road to 50th Avenue South; 15th Street South from Pinecone
Road to Roberts Road and Roberts Road to Scout Drive; Scout Drive to 50th Avenue South;
Dehler Drive from 50th Avenue South to the end of Dehler Drive; Lesauk from Dehler
Drive to County Road 1; and Evergreene Drive to County Road 1. Improvements include
predesign, design, engineering, acquisition of right-of-way, replacement or repair of utilities,
street reconstruction, addition or reconstruction of sidewalks, street lighting, and other
improvements or upgrades related to street work. This appropriation does not require a
nonstate contribution.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $19,100,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
