A bill for an act
relating to education finance; providing grants for water safety instruction for
children; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The sum indicated in this section is
appropriated from the general fund to the Department of Education for the fiscal year
designated.

new text begin Subd. 2. new text end

new text begin Safety around water grants. new text end

new text begin (a) For the purposes of providing water safety
instruction to children:

new text begin (b) The commissioner of education must specify the form and manner for
community-based organizations to apply for grants. The commissioner must determine the
criteria for allocating grants among eligible applicants. If all funds are not awarded to
grantees in fiscal year 2019, the commissioner may award additional grants in fiscal years
2020 and 2021.

new text begin (c) Grant awards must be used for the following purposes:

new text begin (1) to provide low income and at-risk children with scholarships for swimming lessons
based on nationally recognized water safety curriculum;
new text end

new text begin (2) to hire water safety instructors or life guards; or
new text end

new text begin (3) to train water safety instructors or life guards in nationally recognized water safety
practices and instruction.

new text begin (d) This is a onetime appropriation and is available until June 30, 2021.
