A bill for an act
relating to public safety; appropriating money for grants to law enforcement for
portable recording systems.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PORTABLE RECORDING SYSTEMS; APPROPRIATION.

new text begin $5,000,000 in fiscal year 2023 is appropriated from the general fund to the Peace Officer
Standards and Training Board to provide grants to local law enforcement agencies for
portable recording systems. The executive director shall award grants to local law
enforcement agencies for the purchase, maintenance, and support of portable recording
systems and portable recording system data. An applicant must provide a 50 percent match
to be eligible to receive a grant. The executive director must give priority to law enforcement
agencies located outside of the seven-county metropolitan area that do not have a portable
recording system program. Of this amount, up to 3.5 percent is for administration and
monitoring of the program. This appropriation is available until June 30, 2025.
