A bill for an act
relating to education; establishing an alternative teacher preparation grant
program; appropriating money; proposing coding for new law in Minnesota
Statutes, chapter 122A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) For purposes of this section, the following terms
have the meanings given them.

new text begin (b) "Alternative teacher preparation program" means an alternative teacher
preparation program under section 122A.245 or an experimental teacher preparation
program under section 122A.09, subdivision 10.

new text begin (c) "Diversity" or "diverse" means people with different backgrounds based on
characteristics such as ethnicity, race, socioeconomic status, gender, age, language, and
geographical area.

new text begin (d) "Highly selective" means an intent to accept fewer than 60 percent of applicants.

new text begin (a) The commissioner, in consultation with
the statutory entity responsible for licensing teachers in Minnesota, must establish and
administer a competitive program annually awarding grants to eligible alternative teacher
preparation programs consistent with this section.

new text begin (b) To be eligible to receive a competitive grant, an alternative teacher preparation
program must:

new text begin (1) have a highly selective process for choosing qualified individuals to participate
in the alternative teacher preparation program;
new text end

new text begin (2) work to increase the diversity of Minnesota's licensed public school teachers;
new text end

new text begin (3) be premised on peer-reviewed, research-based local, regional, or national teacher
preparation models and practices shown to improve student learning and outcomes; and
new text end

new text begin (4) place successful program participants in hard-to-place teaching positions or
hard-to-staff school settings that are located in geographically isolated areas or identified
by the department for targeted programs or services or serve a majority of low-income
students.

new text begin (a) An alternative teacher preparation program receiving a
grant under this section must use the grant for:

new text begin (1) expenses to recruit, select, and train diverse teachers;
new text end

new text begin (2) teacher professional development;
new text end

new text begin (3) regional management and operations, development, and central support services,
including financial support and support for technology and human services;
new text end

new text begin (4) a match for nonstate funds to realize clauses (1) to (3); or
new text end

new text begin (5) establishing a new alternative teacher preparation program in Minnesota to
increase the diversity of Minnesota's licensed public school teachers.

new text begin (b) Appropriations made to this program do not cancel and are available until
expended.

new text begin The commissioner may require an alternative teacher
preparation program receiving a grant under this section to report to the commissioner
and the teacher licensing entity on the grantee's ability to realize the requirements under
subdivision 2, paragraph (b).

Sec. 2. new text begin APPROPRIATION; ALTERNATIVE TEACHER PREPARATION
GRANT PROGRAM.

new text begin (a) $1,500,000 in fiscal year 2017 is appropriated from the general fund to the
commissioner of education for providing alternative teacher preparation program grants
under Minnesota Statutes, section 122A.2455.

new text begin (b) The base appropriation is $1,500,000 in fiscal year 2018 and later.
