  1.1                          A bill for an act 
  1.2             relating to health; establishing preventive measures 
  1.3             for adolescent pregnancies; amending Minnesota 
  1.4             Statutes 1996, section 145.925, by adding a 
  1.5             subdivision; proposing coding for new law in Minnesota 
  1.6             Statutes, chapter 145. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [145.9248] [ADOLESCENT PREGNANCY PREVENTION 
  1.9   PLAN.] 
  1.10     By January 15, 1999, the commissioners of health, human 
  1.11  services, and children, families, and learning, in consultation 
  1.12  with community representatives throughout the state, shall 
  1.13  establish a comprehensive adolescent pregnancy prevention plan 
  1.14  for the state.  
  1.15     Sec. 2.  Minnesota Statutes 1996, section 145.925, is 
  1.16  amended by adding a subdivision to read: 
  1.17     Subd. 10.  [ACCOUNTING OF FUNDS.] By January 15, 2000, and 
  1.18  every year thereafter, the commissioner shall report to the 
  1.19  legislature the following information regarding the use of money 
  1.20  granted under this section: 
  1.21     (1) the number of individuals who received family planning 
  1.22  services throughout the state; 
  1.23     (2) the number of specific types of medical services 
  1.24  provided, including the number of pap smears, breast exams, 
  1.25  mammograms, and other specific family planning services; 
  1.26     (3) the amount spent on publication of informational 
  2.1   brochures or other public education materials; 
  2.2      (4) the number of grantees and the geographic area in which 
  2.3   each grantee provides family planning services; and 
  2.4      (5) the extent to which family planning needs were unmet 
  2.5   throughout the state. 
  2.6      Sec. 3.  [145.9253] [SECOND CHANCE HOMES.] 
  2.7      The commissioner of health, in collaboration with the 
  2.8   commissioners of human services and children, families, and 
  2.9   learning, shall study and make recommendations to the 
  2.10  legislature by January 15, 1999, on designing a pilot program to 
  2.11  establish structured residential living arrangements to meet the 
  2.12  needs of pregnant and parenting teens not able to live in the 
  2.13  household of a parent, legal guardian, or other adult relative.  
  2.14  The recommendations shall address the requirements of an 
  2.15  adult-supervised supportive living arrangement specified in 
  2.16  section 256J.14 and shall include programming to provide the 
  2.17  minor parent with supportive services including counseling, 
  2.18  guidance, independent living skills training, and adult 
  2.19  supervision.  
  2.20     Sec. 4.  [145.9254] [PUBLIC EDUCATION CAMPAIGN.] 
  2.21     The commissioner of health shall conduct a public education 
  2.22  campaign designed to reduce adolescent pregnancy by educating 
  2.23  the public about the laws that allow criminal prosecution of 
  2.24  males who father children by unmarried minor mothers. 
  2.25     Sec. 5.  [145.926] [ABSTINENCE EDUCATION GRANT PROGRAM.] 
  2.26     The commissioner of health shall expend federal funds for 
  2.27  abstinence education programs provided under United States Code, 
  2.28  title 42, section 710, and state matching funds for abstinence 
  2.29  education programs only to an abstinence education program that 
  2.30  complies with the state plan that has been submitted to and 
  2.31  approved by the federal Department of Health and Human Services.
