  1.1                          A bill for an act 
  1.2             relating to human services; requiring a study of the 
  1.3             capital improvement needs of day training and 
  1.4             habilitation programs; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [STUDY OF DAY TRAINING AND HABILITATION 
  1.7   PROGRAMS' CAPITAL IMPROVEMENT NEEDS.] 
  1.8      (a) The commissioner of human services shall conduct a 
  1.9   study to: 
  1.10     (1) determine the extent to which day training and 
  1.11  habilitation programs have unmet capital improvement needs; 
  1.12     (2) ascertain the degree to which these unmet capital needs 
  1.13  impact consumers of day training and habilitation programs; 
  1.14     (3) determine the state's role and responsibility in 
  1.15  meeting the capital improvement needs of day training and 
  1.16  habilitation programs; and 
  1.17     (4) examine the relationship among the state, counties, and 
  1.18  community resources in meeting the capital improvement needs of 
  1.19  day training and habilitation programs. 
  1.20     (b) The commissioner shall report to the legislature by 
  1.21  January 15, 1999, the results of the study along with 
  1.22  recommendations for involving the state, the counties, and 
  1.23  community resources in collaborative initiatives to assist in 
  1.24  meeting the capital improvement needs of day training and 
  1.25  habilitation programs. 
  2.1      Sec. 2.  [APPROPRIATION.] 
  2.2      $25,000 is appropriated from the general fund to the 
  2.3   commissioner of human services for fiscal year 1999 for the 
  2.4   study in section 1.
