  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating 
  1.3             additional money for an urban sports facility; 
  1.4             authorizing issuance of bonds; amending Laws 1996, 
  1.5             chapter 463, section 14, subdivision 5. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 1996, chapter 463, section 14, subdivision 
  1.8   5, is amended to read: 
  1.9   Subd. 5.  National Inner City Center                  3,400,000
  1.10                                                        4,000,000
  1.11  (a) For a grant to special school 
  1.12  district No. 1, Minneapolis, for an 
  1.13  urban sports facility, to be owned by 
  1.14  the district.  The facility must be 
  1.15  located on land owned by the district. 
  1.16  (b) This appropriation is contingent on 
  1.17  the following: 
  1.18  (1) the commission has determined that 
  1.19  nonstate money in the amount of not 
  1.20  less than $8,000,000 has been committed 
  1.21  by nonstate sources for construction on 
  1.22  adjacent property of an integrated 
  1.23  community facility with a day care 
  1.24  center, a natatorium, and other sports 
  1.25  facilities to be owned and operated by 
  1.26  a nonprofit entity and providing sports 
  1.27  and community programming for urban 
  1.28  at-risk youth; and 
  1.29  (2) the nonprofit entity has agreed to 
  1.30  manage and operate the sports facility 
  1.31  and to pay all operating expenses at no 
  1.32  cost to the commission under a 
  1.33  management agreement complying with the 
  1.34  requirements of Minnesota Statutes, 
  1.35  section 16A.695. 
  1.36     Sec. 2.  [BOND SALE AUTHORIZATION.] 
  2.1      To provide the money appropriated in section 1 from the 
  2.2   bond proceeds fund, the commissioner of finance, on the request 
  2.3   of the governor, shall sell and issue bonds of the state in an 
  2.4   amount up to $600,000 in the manner, upon the terms, and with 
  2.5   the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.6   16A.675, and by the Minnesota Constitution, article XI, sections 
  2.7   4 to 7.
