A bill for an act
relating to capital investment; authorizing spending to acquire and better public
land and buildings and other improvements of a capital nature; authorizing the
issuance of state bonds; appropriating money for dairy facilities at the University
of Minnesota West Central Research and Outreach Station.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

AND OUTREACH STATION.

new text begin Appropriation. new text end

new text begin $200,000 is appropriated from the bond proceeds
fund to regents of the University of Minnesota for the West Central Research and Outreach
Station in Morris to improve pasture land and to predesign, design, construct, furnish, and
equip a milking facility for an organic dairy herd.

new text begin The Board of Regents shall report to the legislative committees with jurisdiction
over higher education and agriculture by June 15, 2008, on the University Agriculture
Experiment Station and Minnesota Extension Service's work to promote alternative
livestock research and outreach, and for an ongoing organic research and education
program, funded in Laws 2007, chapter 144, article 1, section 5, subdivision 4.

new text begin To provide the money appropriated in subdivision 1 from the
bond proceeds fund, the commissioner of finance shall sell and issue bonds of the state in
an amount up to $200,000 in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
