A bill for an act
relating to elections; specifying additional reimbursable local expenses for the
presidential nomination primary; amending Minnesota Statutes 2019 Supplement,
section 207A.15, subdivision 2.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2019 Supplement, section 207A.15, subdivision 2, is
amended to read:


Subd. 2.

Reimbursable local expenses.

(a) The secretary of state shall reimburse the
counties and municipalities for expenses incurred in the administration of the presidential
nomination primary from money contained in the presidential nomination primary elections
account. The following expenses are eligible for reimbursement:

applications for voters on the permanent absentee list, as described in section 203B.04,
subdivision 5;

new text begin (13) mileage for travel associated with delivering materials and traveling between polling
places and government buildings on election day;

new text begin (14) costs for purchase of materials for any additional election judge training specific
to the presidential nomination primary;

new text begin (15) compensation for election judges completing required election judge training for
preparation for the presidential nomination primary, not to exceed three hours;

new text begin (16) compensation for election judges completing required health care facility training,
not to exceed one hour;

new text begin (17) parking reimbursement for election judges on election day;

new text begin (18) costs associated with car or truck rental fees related to the transportation of election
equipment or polling place materials;

new text begin (19) costs, including envelopes, printing, and postage, for the distribution of election
judge materials;

new text begin (20) costs associated with ensuring the security and safety of the public at the polling
place;

new text begin (21) costs, including storage rental fees, associated with the physical storage of
presidential nomination primary records for at least 22 months from the date of the election,
as prescribed in section 204B.40;

new text begin (22) costs associated with supplies purchased for the assembly and support of the polling
place;

new text begin (23) costs, including secured Internet and phone connections, associated with securing
communications at the polling place; and

new text begin (24) new text endother expenses as approved by the secretary of state.

(b) Within 60 days after the results of a presidential nomination primary are certified
by the State Canvassing Board, the county auditor must submit a request for payment of
the costs incurred by the county for conducting the presidential nomination primary, and
the municipal clerk must submit a request for payment of the costs incurred by the
municipality for conducting the presidential nomination primary. The request for payment
must be submitted to the secretary of state, and must be accompanied by an itemized
description of actual county or municipal expenditures, including copies of invoices. In
addition, the county auditor or municipal clerk must certify that the request for reimbursement
is based on actual costs incurred by the county or municipality in the presidential nomination
primary.

(c) The secretary of state shall provide each county and municipality with the appropriate
forms for requesting payment and certifying expenses under this subdivision. The secretary
of state must not reimburse expenses unless the request for payment and certification of
costs has been submitted as provided in this subdivision. new text beginThe secretary of state must not
