  1.1                          A bill for an act
  1.2             relating to education; directing a school 
  1.3             superintendent annually to notify the school board 
  1.4             where responsibility resides for administering the 
  1.5             early childhood family education and school readiness 
  1.6             programs; amending Minnesota Statutes 2002, section 
  1.7             124D.13, subdivision 1. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2002, section 124D.13, 
  1.10  subdivision 1, is amended to read: 
  1.11     Subdivision 1.  [ESTABLISHMENT; ADMINISTRATION.] (a) A 
  1.12  district that provides a community education program under 
  1.13  sections 124D.18 and 124D.19 may establish an early childhood 
  1.14  family education program.  Two or more districts, each of which 
  1.15  provides a community education program, may cooperate to jointly 
  1.16  provide an early childhood family education program. 
  1.17     (b) The school superintendent annually must formally notify 
  1.18  the local school board where responsibility resides for 
  1.19  administering the local early childhood family education and 
  1.20  school readiness programs.  Any decision determining the entity 
  1.21  responsible for administering the local early childhood family 
  1.22  education and school readiness programs does not alter the 
  1.23  funding structure for those programs. 
  1.24     [EFFECTIVE DATE.] This section is effective the day 
  1.25  following final enactment and applies to the 2004-2005 school 
  1.26  year and later.
