  1.1                          A bill for an act
  1.2             relating to capital improvements; providing for grants 
  1.3             to greater Minnesota public regional parks 
  1.4             organizations; authorizing issuance of bonds; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $10,000,000 is appropriated from the bond proceeds fund to 
  1.9   the commissioner of natural resources for grants to public 
  1.10  regional parks organizations located outside the metropolitan 
  1.11  area as defined in Minnesota Statutes, section 473.121, 
  1.12  subdivision 2, to acquire land, design, and construct and 
  1.13  redevelop regional parks and trails, open space, and 
  1.14  recreational facilities.  The improvements must be of a capital 
  1.15  nature.  Each $3 of state grants must be matched by $2 of 
  1.16  nonstate funds. 
  1.17     Sec. 2.  [BOND SALE.] 
  1.18     To provide the money appropriated in section 1 from the 
  1.19  bond proceeds fund, the commissioner of finance shall sell and 
  1.20  issue bonds of the state in an amount up to $10,000,000 in the 
  1.21  manner, on the terms, and with the effect prescribed by 
  1.22  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  1.23  Minnesota Constitution, article XI, sections 4 to 7. 
  1.24     Sec. 3.  [EFFECTIVE DATE.] 
  1.25     Sections 1 and 2 are effective the day following final 
  2.1   enactment.
