  1.1                          A bill for an act 
  1.2             relating to crime prevention; establishing a capitol 
  1.3             complex security oversight committee; increasing the 
  1.4             complement of state troopers assigned to provide 
  1.5             security in the capitol complex; appropriating money; 
  1.6             proposing coding for new law in Minnesota Statutes, 
  1.7             chapter 299E. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [299E.03] [CAPITOL COMPLEX SECURITY OVERSIGHT 
  1.10  COMMITTEE.] 
  1.11     Subdivision 1.  [MEMBERSHIP.] (a) The capitol complex 
  1.12  oversight committee consists of the following individuals or 
  1.13  their designees: 
  1.14     (1) the senate majority leader; 
  1.15     (2) the speaker of the house of representatives; 
  1.16     (3) the chief justice of the supreme court; 
  1.17     (4) the chair of the senate committee or division having 
  1.18  jurisdiction over criminal justice funding; 
  1.19     (5) the chair of the house of representatives committee or 
  1.20  division having jurisdiction over criminal justice funding; 
  1.21     (6) the commissioner of public safety; 
  1.22     (7) the commissioner of administration; 
  1.23     (8) the senate sergeant at arms; 
  1.24     (9) the house of representatives' sergeant at arms; 
  1.25     (10) the director of the state historical society; 
  1.26     (11) the president of a statewide association representing 
  2.1   government relations professionals; and 
  2.2      (12) the director of the capitol police department. 
  2.3      (b) The committee may elect a chair from among its 
  2.4   members.  The director of the capitol police department may not 
  2.5   vote on matters before the committee. 
  2.6      Subd. 2.  [DUTIES.] The oversight committee shall: 
  2.7      (1) develop both a short-term and a long-term plan relating 
  2.8   to the provision of security in the capitol complex and in other 
  2.9   state-owned or leased buildings and property, including 
  2.10  providing necessary security to the following:  legislators, 
  2.11  constitutional officers, members of the judiciary, commissioners 
  2.12  of state agencies, state employees, visiting dignitaries, and 
  2.13  members of the public; 
  2.14     (2) develop guidelines that may be used to evaluate the 
  2.15  methods by which this security is provided; 
  2.16     (3) evaluate the budget for providing this security and 
  2.17  make annual budgetary recommendations to the legislature; and 
  2.18     (4) provide oversight to the entity providing capitol area 
  2.19  security and annually report to the legislature on the entity's 
  2.20  effectiveness. 
  2.21  The plans described in clause (1) must consider potential 
  2.22  shifting needs for security and the impact of new security 
  2.23  technology. 
  2.24     Subd. 3.  [EXPIRATION AND COMPENSATION.] Notwithstanding 
  2.25  section 15.059, the oversight committee does not expire.  
  2.26  Committee members may not receive compensation for serving, but 
  2.27  may receive expense reimbursements as provided in section 15.059.
  2.28     Sec. 2.  [INCREASED SECURITY COMPLEMENT FOR CAPITOL 
  2.29  COMPLEX.] 
  2.30     The commissioner of public safety shall assign four 
  2.31  additional state troopers to provide security. 
  2.32     Sec. 3.  [APPROPRIATION.] 
  2.33     $....... is appropriated from the general fund to the 
  2.34  commissioner of public safety for the fiscal year ending June 
  2.35  30, 2001.  Of this amount $....... is for the salaries and 
  2.36  benefits for the four state troopers described in section 2. 
  3.1      Sec. 4.  [EFFECTIVE DATE.] 
  3.2      Sections 1 and 2 are effective July 1, 2000.
