  1.1                          A bill for an act
  1.2             relating to education; appropriating money for grants 
  1.3             for gang prevention and intervention. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [GANG PREVENTION AND INTERVENTION PROGRAM.] 
  1.6      Subdivision 1.  [GANG PREVENTION AND INTERVENTION.] The 
  1.7   commissioner of children, families, and learning shall develop 
  1.8   and administer a gang prevention and intervention program to 
  1.9   provide services (1) to young people who are at risk for 
  1.10  criminal gang involvement; and (2) to young people who are 
  1.11  interested in terminating their gang affiliation. 
  1.12     Subd. 2.  [GRANT APPLICATION.] The department of children, 
  1.13  families, and learning, in consultation with the department of 
  1.14  public safety, department of corrections, office of drug policy 
  1.15  and violence prevention, the criminal gang strike force, one or 
  1.16  more representatives of community-based programs that have 
  1.17  conducted research on street gang culture, and one or more 
  1.18  individuals having direct experience in gang life, shall develop 
  1.19  a grant application that specifies the eligibility criteria for 
  1.20  receiving grants.  A committee selected by this group also must 
  1.21  evaluate applications for grants received by the commissioner of 
  1.22  children, families, and learning and make recommendations to the 
  1.23  commissioner of children, families, and learning on the awarding 
  1.24  of grants. 
  2.1      Subd. 3.  [ELIGIBILITY FOR GRANTS.] A local organization 
  2.2   must meet the following criteria to be eligible for a grant 
  2.3   under the program: 
  2.4      (1) it must be a private, nonprofit organization or local 
  2.5   public agency; and 
  2.6      (2) it must offer and provide services to young people to 
  2.7   prevent gang involvement or to intervene in and end gang 
  2.8   involvement, including, but not limited to, after-school 
  2.9   activities, educational opportunities, job skill development, 
  2.10  community service, life skills, medical services, social 
  2.11  services, and counseling. 
  2.12     Subd. 4.  [ELIGIBILITY FOR SERVICES.] A person who is 
  2.13  eligible for services must be at least seven years old and not 
  2.14  more than 25 years old, at the time the person first receives 
  2.15  services, unless the organization receiving a grant receives 
  2.16  advance approval from the commissioner of children, families, 
  2.17  and learning to provide services outside of this age range. 
  2.18     Subd. 5.  [REPORT TO LEGISLATURE.] By February 1, 1999, the 
  2.19  commissioner of children, families, and learning shall submit a 
  2.20  report to the chairs of the education committees of the 
  2.21  legislature on the grants issued under this section. 
  2.22     Sec. 2.  [APPROPRIATION.] 
  2.23     $....... is appropriated from the general fund to the 
  2.24  commissioner of children, families, and learning to develop and 
  2.25  administer the gang prevention and intervention program 
  2.26  established in section 1.  This appropriation is available until 
  2.27  June 30, 1999.
