A bill for an act
relating to highways; requiring reports by
commissioner of transportation on major highway
projects; proposing coding for new law in Minnesota
Statutes, chapter 174.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The commissioner of
transportation shall submit a report on January 15, 2006, and on
January 15 of each year thereafter, on the status of major
highway projects under construction or planned during the year
of the report and for the ensuing 15 years. For purposes of
this section a "major highway project" is a project that has a
total cost for all segments that is at least $5,000,000, or at
least equals 100 percent of the total construction budget of its
Department of Transportation construction district in the year
in which the report is made or any of the previous five years.

new text begin For each major highway project
the report must include:

new text begin (1) a description of the project with enough maps to
specify its location;
new text end

new text begin (2) anticipated year of project letting;
new text end

new text begin (3) estimated cost of the project in current dollars and in
the year scheduled for project letting, with right-of-way costs
identified separately;

new text begin (4) a history of the project, including previous official
actions by the department and the appropriate area
transportation partnership;

new text begin (5) the project's priority listing within its construction
district and the reasons for that listing, the criteria used in
prioritization, and any changes in that priority listing since
the project was first included in a department work plan and the
reasons for those changes; and

new text begin (6) past and potential future obstacles to letting and
completion of the project, other than availability of funds.
