  1.1                          A bill for an act 
  1.2             relating to human services; implementing a hiring and 
  1.3             layoff freeze at the Willmar regional treatment center.
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [HIRING AND LAYOFF FREEZE AT WILLMAR REGIONAL 
  1.6   TREATMENT CENTER.] 
  1.7      The commissioner of human services shall implement a hiring 
  1.8   and layoff freeze applying to all staff at the Willmar regional 
  1.9   treatment center retroactive to January 1, 2002.  This 
  1.10  prohibition on layoffs does not apply to employees terminated 
  1.11  for documented unsatisfactory performance or misconduct. 
  1.12     [EFFECTIVE DATE.] This section is effective the day 
  1.13  following final enactment.
