  1.1                          A bill for an act 
  1.2             relating to natural resources; appropriating money for 
  1.3             a snowmobile use study. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION; STUDY.] 
  1.6      (a) $50,000 is appropriated from the snowmobile trails and 
  1.7   enforcement account to the commissioner of natural resources to 
  1.8   contract for an independent comprehensive study of snowmobile 
  1.9   use and funding according to this section. 
  1.10     (b) The commissioner shall appoint a task force to complete 
  1.11  the study required under this section.  The task force shall 
  1.12  include representatives of: 
  1.13     (1) the Department of Natural Resources; 
  1.14     (2) the Department of Employment and Economic Development; 
  1.15     (3) the Minnesota Office of Tourism; 
  1.16     (4) the Minnesota United Snowmobilers Association; 
  1.17     (5) the Minnesota Snowmobile Advisory Council; and 
  1.18     (6) other stakeholders. 
  1.19     (c) The study shall examine: 
  1.20     (1) the past and future fiscal management of the snowmobile 
  1.21  trails and enforcement account, including use of the account for 
  1.22  land access, trail improvements, and trail development; and 
  1.23     (2) the past and future economic impact of snowmobile use 
  1.24  in the state. 
  2.1      (d) The task force shall report the results of the study to 
  2.2   the legislature by January 10, 2005.
