relating to transportation finance; modifying certain appropriations and transfers.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The sums shown in the columns marked "Appropriations" are added to the
appropriations in Laws 2013, chapter 117, article 1, unless otherwise specified, to the
agencies and for the purposes specified in this article. Unless otherwise specified, the
appropriations are not added to the base appropriation for each purpose. The appropriations
are from the general fund, or another named fund, and are available for the fiscal years
indicated for each purpose. The figures "2014" and "2015" used in this article mean that the
appropriations listed under them are available for the fiscal year ending June 30, 2014, or
June 30, 2015, respectively. For purposes of this article, "the first year" is fiscal year 2014,
"the second year" is fiscal year 2015, and "the biennium" is fiscal years 2014 and 2015.

construction, reconstruction, and
improvement of trunk highways, including
design-build contracts and consultant usage
to support these activities. This includes the
cost of actual payment to landowners for

relocation expenses.

to the commissioner of transportation for
deposit in the county state-aid highway
fund. For purposes of this paragraph "small
cities" means cities with populations less
than 5,000 that are not eligible for state aid
under Minnesota Statutes, sections 162.09 to
162.14. The commissioner shall apportion
this appropriation to each county so that
each county receives the percentage that the
total miles of nonstate-aid roads in small
cities located in the county bears to the total
miles of nonstate-aid roads in the state.
Money so allocated shall be set apart and
credited to the municipal account of each
county. Money apportioned and allocated to
each county under this paragraph must be
distributed from the municipal account by
each county treasurer to the treasurer of each
small city within the county, according to the
percentage that the total miles of nonstate-aid
roads in the small city bears to the total miles
of nonstate-aid roads in small cities in the
county. This appropriation is for materials,
supplies, equipment, and labor related to
road repair resulting from effects of the
2013-2014 winter season. This is a onetime
appropriation.

must be apportioned to each county so that
each county receives the percentage that

each county under this paragraph from the
town road account must be distributed by
each county treasurer to the treasurer of each
town within the county, according to the
percentage that the total miles of town roads
in the town bears to the total miles of town
roads in the county. The appropriation is for
materials, supplies, equipment, and labor
related to road repair resulting from effects
of the 2013-2014 winter season. This is a
onetime appropriation.

to counties in the same manner as county
state-aid highway funds provided for
calendar year 2014 under Minnesota Statutes,
section 162.07. This is a onetime transfer
and does not add to the base appropriation
from the county state-aid highway fund.

deposit in the municipal state-aid street
fund, of which a minimum of $1,184,000
is for materials, supplies, equipment, and
labor related to road repair resulting from
effects of the 2013-2014 winter season. The
commissioner shall apportion funds to cities
in the same manner as municipal state-aid
street funds provided for calendar year 2014
under Minnesota Statutes, section 162.13.
This is a onetime transfer and does not add
to the base appropriation from the municipal
state-aid street fund.

to the commissioner of transportation for
deposit in the county state-aid highway
fund. Notwithstanding any law to the
contrary, the commissioner shall allocate the
amount transferred under this clause to the
counties in the metropolitan area, as defined
in Minnesota Statutes, section 473.121,
subdivision 4, excluding the counties of
Hennepin and Ramsey, so that each county
shall receive of such amount the percentage
that its population, as defined in Minnesota
Statutes, section 477A.011, subdivision
3, estimated or established by July 15 of
the year prior to the current calendar year,
bears to the total population of the counties
receiving funds under this clause. This is
a onetime transfer and does not add to the
base appropriation from the county state-aid
highway fund in this subdivision.

of one or more transitway capital projects,
consistent with the priorities and objectives
identified in the most recent version of
the transportation policy plan adopted
by the council under Minnesota Statutes,
section 473.146. The transitway capital
project or projects must be jointly selected
by the council and the Counties Transit
Improvement Board. The council and the
Counties Transit Improvement Board shall
seek geographic balance in the allotment
of this appropriation where possible and
maximize the use of all available federal
money. This is a onetime appropriation and
is available until expended.

management and budget shall transfer up to $6,000,000 from the general fund to the
Stillwater lift bridge endowment account established in Minnesota Statutes, section 165.15.

Sec. 5. new text begin TRANSFER; RAILROAD SAFETY.

new text begin On or before July 31, 2014, the commissioner of management and budget shall
transfer $2,500,000 from the general fund to the railroad safety account in the special
revenue fund under Minnesota Statutes, section 299A.55. This is a onetime transfer.
