A bill for an act
relating to public safety; requiring driver's licenses and identification cards to be
printed in the state; appropriating money; amending Minnesota Statutes 2018,
section 171.02, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 171.02, is amended by adding a subdivision
to read:

new text begin The commissioner must ensure that all driver's licenses,
instruction permits, and identification cards are manufactured in Minnesota.

new text begin This section is effective July 1, 2020, and applies to licenses,
permits, and cards printed on or after that date.

Sec. 2. new text begin TRANSITION; APPROPRIATION.

new text begin (a) The commissioner may enter into a contract with a vendor or may purchase equipment
to comply with the requirements of section 1.

new text begin (b) $....... in fiscal year 2020 is appropriated from the general fund to the commissioner
of public safety to comply with the requirements in section 1 and paragraph (a) of this
section.
