  1.1                          A bill for an act 
  1.2             relating to appropriations; authorizing state bonds; 
  1.3             appropriating money for a grant for parks and trails 
  1.4             to the St. Cloud area regional parks and trails 
  1.5             coordinating board. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CAPITAL APPROPRIATIONS.] 
  1.8      (a) $8,485,520 is appropriated from the bond proceeds fund 
  1.9   to the commissioner of natural resources for a grant to the St. 
  1.10  Cloud area regional parks and trails coordinating board. 
  1.11     (b) Of the amount in paragraph (a): 
  1.12     (1) $427,000 is to acquire the Graves Farm in Benton 
  1.13  county; 
  1.14     (2) $650,000 is to acquire the Rush lake site in Sherburne 
  1.15  county; 
  1.16     (3) $300,000 is to acquire the Baker/Watab lake site in 
  1.17  Sartell; 
  1.18     (4) $250,000 is to acquire the Island View Mississippi 
  1.19  river park in Sauk Rapids; 
  1.20     (5) $858,000 is to acquire the Plum Creek regional park in 
  1.21  St. Cloud; 
  1.22     (6) $275,000 is to acquire the Warner lake expansion site 
  1.23  in Stearns county; 
  1.24     (7) $25,000 is to acquire the Welcome Center site on Lake 
  1.25  Wobegon trail in St. Joseph; 
  2.1      (8) $95,000 is to acquire the Elk River/Princeton 
  2.2   rail-trail in Sherburne county; 
  2.3      (9) $220,000 is to acquire 40 acres for the Quarry park and 
  2.4   nature preserve in Stearns county; and 
  2.5      (10) $200,000 is to acquire the Dehler-Sauk river site in 
  2.6   Sartell.  
  2.7      (c) Of the amount in paragraph (a): 
  2.8      (1) $100,000 is to develop the Welcome Center on Lake 
  2.9   Wobegon trail in St. Joseph; 
  2.10     (2) $268,059 is to develop the Quarry park and nature 
  2.11  preserve improvements in Stearns county; 
  2.12     (3) $282,000 is to blacktop the Lake Wobegon trail from 
  2.13  Albany to Holdingford; 
  2.14     (4) $2,500,000 is to develop Eastman park in St. Cloud; and 
  2.15     (5) $2,035,461 is to design, construct, furnish, and equip 
  2.16  the Quarry park and nature preserve interpretive center in 
  2.17  Stearns county. 
  2.18     (d) Projects receiving funding from the appropriation in 
  2.19  paragraph (a) must have an equal match by the local unit of 
  2.20  government in which they are located. 
  2.21     (e) The projects receiving appropriations in paragraph (a) 
  2.22  must comply with the central Minnesota regional parks and trails 
  2.23  plan created under Minnesota Statutes, section 85.50. 
  2.24     Sec. 2.  [BOND SALE.] 
  2.25     To provide the money appropriated in section 1 from the 
  2.26  bonds proceeds fund, the commissioner of finance must sell and 
  2.27  issue bonds of the state in an amount up to $8,485,520 in the 
  2.28  manner, upon the terms, and with the effect prescribed by 
  2.29  Minnesota Statutes, sections 16A.631 to 16A.695, and the 
  2.30  Minnesota Constitution, article XI, sections 4 to 7. 
  2.31     Sec. 3.  [EFFECTIVE DATE.] 
  2.32     Sections 1 and 2 are effective the day after their final 
  2.33  enactment.
