  1.1                          A bill for an act 
  1.2             relating to higher education; providing penalties for 
  1.3             students convicted of rioting; proposing coding for 
  1.4             new law in Minnesota Statutes, chapter 135A. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [135A.157] [PENALTIES FOR RIOTING.] 
  1.7      If a student enrolled in a postsecondary institution is 
  1.8   convicted of damage to property or violence to persons in 
  1.9   connection with a riot, the student is not eligible for a state 
  1.10  grant award under section 136A.121 after conviction and must pay 
  1.11  the highest applicable tuition rate, including the nonresident 
  1.12  tuition rate, to attend a public postsecondary institution in 
  1.13  any subsequent enrollment period.  In addition, a public 
  1.14  postsecondary system may not count a student convicted of damage 
  1.15  to property or violence to persons in conjunction with a riot 
  1.16  for the purpose of state aid under section 135A.031, subdivision 
  1.17  2.  A student convicted of damage to property or violence to 
  1.18  persons in connection with a riot is subject to the penalties 
  1.19  under this section for a period of one year following the date 
  1.20  of conviction. 
  1.21     Sec. 2.  [EFFECTIVE DATE.] 
  1.22     Section 1 is effective the day following final enactment.
