  1.1                          A bill for an act 
  1.2             relating to transportation; requiring the commissioner 
  1.3             to submit a report to the legislature regarding 
  1.4             policies and procedures for removal of debris and 
  1.5             litter from trunk highway rights-of-way. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [HIGHWAY CLEANUP REPORT REQUIRED.] 
  1.8      The commissioner of transportation shall by January 15, 
  1.9   2005, submit a report to the house and senate committees with 
  1.10  jurisdiction over transportation policy and finance regarding 
  1.11  the department's policies and procedures for the removal of 
  1.12  debris and litter from interstate and trunk highway 
  1.13  rights-of-way.  The report must include a description of the 
  1.14  department's current methodologies and procedures for removal of 
  1.15  debris and litter from highway rights-of-way; a description of 
  1.16  the adopt-a-highway program and location of trunk highways that 
  1.17  have been adopted within the state; an estimate of the frequency 
  1.18  that debris and litter is removed from highway rights-of-way, 
  1.19  both within the metropolitan construction district and other 
  1.20  construction districts within the state; and an estimate of 
  1.21  department spending on right-of-way cleanup activities in each 
  1.22  construction district for each of the past five fiscal years.
