A bill for an act
relating to capital investment; appropriating money for two secure assisted living
housing alternatives for Minnesota Sex Offender Program patients on the St. Peter
campus; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $13,882,000 is appropriated from the bond proceeds
fund to the commissioner of administration to predesign, design, construct, furnish, and
equip two new secure assisted living units for the Minnesota Sex Offender Program, to be
located on the St. Peter Regional Treatment Center campus. Each unit will include space
for dining, living, group meeting and treatment rooms, bedrooms, bathrooms, visitation,
clinic and professional staff, operations staff, patient storage, operations storage, indoor
recreation space, and outdoor activity space. This appropriation includes funding for
predesign and design fees, construction administration, project management, site work, site
and building infrastructure, construction, furniture, fixtures, and equipment.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $13,882,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
