  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             providing for a grant to Itasca County Railroad 
  1.6             Authority for railroad access and natural gas 
  1.7             right-of-way and pipeline; providing for a grant to 
  1.8             Itasca county for highway improvements; providing for 
  1.9             a grant to the city of Nashwauk for wells and 
  1.10            wastewater treatment facilities; authorizing issuance 
  1.11            of bonds; appropriating money. 
  1.12  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.13     Section 1.  [APPROPRIATION; ITASCA COUNTY RAILROAD 
  1.14  AUTHORITY.] 
  1.15     $24,000,000 is appropriated from the bond proceeds fund to 
  1.16  the commissioner of administration for a grant to the Itasca 
  1.17  County Railroad Authority for capital improvements for railroad 
  1.18  access and natural gas right-of-way and pipeline, subject to the 
  1.19  requirements of Minnesota Statutes, section 16A.695. 
  1.20     Sec. 2.  [APPROPRIATION; COUNTY OF ITASCA.] 
  1.21     $16,000,000 is appropriated from the bond proceeds fund to 
  1.22  the commissioner of administration for a grant to Itasca county 
  1.23  for public highway improvements in connection with the 
  1.24  construction of a new steel mill, subject to the requirements of 
  1.25  Minnesota Statutes, section 16A.695. 
  1.26     Sec. 3.  [APPROPRIATION; CITY OF NASHWAUK.] 
  1.27     $4,000,000 is appropriated from the bond proceeds fund to 
  1.28  the commissioner of administration for a grant to the city of 
  2.1   Nashwauk to design and construct freshwater wells and wastewater 
  2.2   treatment facilities and pipelines, subject to the requirements 
  2.3   of Minnesota Statutes, section 16A.695. 
  2.4      Sec. 4.  [BOND SALE.] 
  2.5      To provide the money appropriated in sections 1 to 3 from 
  2.6   the bond proceeds fund, the commissioner of finance, on request 
  2.7   of the governor, shall sell and issue bonds of the state in an 
  2.8   amount up to $44,000,000 in the manner, on the terms, and with 
  2.9   the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.10  16A.675, and by the Minnesota Constitution, article XI, sections 
  2.11  4 to 7. 
  2.12     Sec. 5.  [EFFECTIVE DATE.] 
  2.13     Sections 1 to 4 are effective the day following final 
  2.14  enactment.
