  1.1                          A bill for an act 
  1.2             relating to education; providing for elementary school 
  1.3             counselor aid; appropriating money; proposing coding 
  1.4             for new law in Minnesota Statutes, chapter 124A. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [124A.293] [ELEMENTARY SCHOOL COUNSELOR AID.] 
  1.7      Subdivision 1.  [PURPOSE.] The purpose of the elementary 
  1.8   school counselor aid is to increase the number of counselors 
  1.9   available for elementary school students. 
  1.10     Subd. 2.  [FUNDING.] Beginning in fiscal year 1997, each 
  1.11  school district is eligible for elementary school counselor 
  1.12  aid.  The elementary school counselor aid shall be distributed 
  1.13  to each school district according to the number of elementary 
  1.14  school pupil units in that district. 
  1.15     Subd. 3.  [USE OF AID.] Elementary school counselor aid may 
  1.16  be used for the following purposes: 
  1.17     (1) hiring elementary school counselors; 
  1.18     (2) salary for counselors used exclusively for elementary 
  1.19  students; 
  1.20     (3) salary for counselors shared with other schools 
  1.21  according to time spent counseling elementary school pupils; and 
  1.22     (4) staff development for elementary school counselors. 
  1.23     Sec. 2.  [APPROPRIATION.] 
  1.24     $15,000,000 is appropriated in fiscal year 1997 from the 
  1.25  general fund to the commissioner of children, families, and 
  2.1   learning for elementary school counselor aid under Minnesota 
  2.2   Statutes, section 124A.293.
