  1.1                          A bill for an act 
  1.2             relating to housing; establishing a Minnesota healthy 
  1.3             homes pilot project; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [HEALTHY HOMES PILOT PROJECT.] 
  1.6      (a) The commissioner of administration shall establish a 
  1.7   Minnesota healthy homes pilot project to provide training and 
  1.8   technical assistance to building code officials, developers, and 
  1.9   contractors to address the problem of defective homes and to 
  1.10  develop a model program for education, training, and technical 
  1.11  assistance to be used statewide.  The project must be 
  1.12  implemented in four demonstration sites (two urban, one 
  1.13  suburban, and one in greater Minnesota) and must work with 
  1.14  building code officials from the selected municipalities, low 
  1.15  income housing developers, and selected building contractors.  
  1.16  The project must: 
  1.17     (1) provide residential building contractors with 
  1.18  continuing education and implementation guidelines to produce 
  1.19  healthy homes, including on-site training during the actual 
  1.20  construction phase; 
  1.21     (2) demonstrate the use of mechanical ventilation systems 
  1.22  as a strategy for healthy indoor air while allowing for a 
  1.23  tightly constructed building, including design, installation, 
  1.24  and testing of this approach; 
  2.1      (3) provide residential building contractors with 
  2.2   continuing education and implementation guidelines to produce 
  2.3   healthy homes; 
  2.4      (4) conduct classroom and on-site training at designated 
  2.5   building sites to provide inspectors and builders with practical 
  2.6   training and experience from the ground up; 
  2.7      (5) establish procedures for the review and approval of 
  2.8   plans and blueprints in the design and development phase by all 
  2.9   parties to ensure healthy design; 
  2.10     (6) provide technical assistance in compliance monitoring 
  2.11  of category 1 and category 2 homes; and 
  2.12     (7) establish a protocol and conduct integrated performance 
  2.13  testing of homes throughout the construction process. 
  2.14     (b) The commissioner of administration shall make a grant 
  2.15  to Sustainable Resources Center, a nonprofit organization with 
  2.16  expertise in indoor air quality diagnostics and remediating sick 
  2.17  homes, to design, implement, and manage the pilot project. 
  2.18     (c) $....... is appropriated from the general fund to the 
  2.19  commissioner of administration for fiscal year 1999 for the 
  2.20  pilot project in this section.
