A bill for an act
relating to utilities; requiring reports to and by the Public Utilities Commission
regarding heating customers of certain utilities; proposing coding for new law
in Minnesota Statutes, chapter 216B.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin By September 30 of each year, the commission must issue a report that provides
monthly data for each natural gas and electric utility for the period beginning July 1 of
the preceding year to the following June 30. The data to be reported include totals for
all residential customers and for low-income residential customers, respectively, for the
following:

new text begin (1) number of customers;
new text end

new text begin (2) number of accounts in arrears and dollar amount of arrears;
new text end

new text begin (3) disconnection notices issued;
new text end

new text begin (4) heating and nonheating involuntary customer disconnections;
new text end

new text begin (5) average duration of disconnection;
new text end

new text begin (6) heat-affected accounts that remain disconnected as of October 15;
new text end

new text begin (7) service restorations;
new text end

new text begin (8) average past due bill amount;
new text end

new text begin (9) number of accounts written off as uncollectible and dollar amount of
uncollectible write-offs;

new text begin (10) amount of revenue generated and the percentage of total overall revenue that
amount represents; and

new text begin (11) any other information the commission deems relevant.

new text begin In addition, the commission must report the amount received by customers from
the federal Low-Income Home Energy Assistance Program and from other assistance
sources separately stated by source.

new text begin For purposes of this section, "low-income residential customer" means a customer
receiving benefits under the Low-Income Home Energy Assistance Program.

new text begin This section is effective August 1, 2006, except that the first
report by the Public Utilities Commission is not due until September 30, 2007.
