  1.1                          A bill for an act
  1.2             relating to environmental education; capital 
  1.3             improvements; appropriating money for an environmental 
  1.4             learning center; authorizing the issuance of state 
  1.5             bonds.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION; LAWNDALE FARMS ENVIRONMENTAL 
  1.8   LEARNING CENTER.] 
  1.9      (a) $7,500,000 is appropriated from the bond proceeds fund 
  1.10  to the commissioner of natural resources for a grant to the city 
  1.11  of Herman for acquisition and betterment of an environmental 
  1.12  learning center, known as the Lawndale Farms Environmental 
  1.13  Learning Center.  The center must be publicly owned.  The city 
  1.14  of Herman may enter into a lease or management contract with a 
  1.15  nonprofit entity for the operation of the center under Minnesota 
  1.16  Statutes, section 16A.695. 
  1.17     (b) To provide the money appropriated by this act from the 
  1.18  bond proceeds fund, the commissioner of finance, on request of 
  1.19  the governor, shall sell and issue bonds of the state in an 
  1.20  amount up to $7,500,000 in the manner, on the terms, and with 
  1.21  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.22  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.23  4 to 7.
