A bill for an act
relating to transportation; appropriating money for transportation management
organizations in the Twin Cities metropolitan area.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; TRANSPORTATION MANAGEMENT
ORGANIZATIONS.

new text begin (a) $550,000 in fiscal year 2020 and $550,000 in fiscal year 2021 are appropriated from
the general fund to the Metropolitan Council for grants. Of this amount:

new text begin (1) $200,000 in each year is for grants to transportation management organizations that
provide services to the central business district in the city of Minneapolis;
new text end

new text begin (2) $150,000 in each year is for grants to transportation management organizations that
provide services to the central business district in the city of Minneapolis, to promote
telework; and
new text end

new text begin (3) $200,000 in each year is for grants to transportation management organizations that
provide services to the central business district in the city of St. Paul.

new text begin (b) The council must not retain any portion of the funds appropriated under this section.
From the appropriation in each fiscal year, the council must make grant payments in full
by July 31.

new text begin (c) Permissible uses of funds under this section include administrative expenses and
programming and service expansion, including but not limited to staffing, communications,
outreach and education program development, and operations management.

applies in the counties of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington.
