A bill for an act
relating to workforce development; appropriating money for a preapprenticeship
training pilot program; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $210,000 in fiscal year 2020 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to the Finishing Trades Institute of
the Upper Midwest to fund a preapprenticeship training pilot program. This program must
provide at least 20 students with a minimum of five weeks of hands-on training in the skills
necessary for success in a structured apprenticeship program that would lead to a career in
a high-skill, high-demand trade with family-sustaining wages. Students entering the training
program must have either earned or be pursuing a high school diploma or its equivalent. At
least 25 percent of the students must come from outside the metropolitan area, as defined
by Minnesota Statutes, section 473.121, subdivision 2.

new text begin (b) By February 15, 2021, the commissioner shall submit a report to the chairs of the
house of representatives and senate committees with jurisdiction over workforce development
detailing the use of grant funds and analyzing the effect of the pilot program on the workforce
outcomes of participants.
