A bill for an act
relating to public safety; providing peace officer training in responding to a mental
health crisis; proposing coding for new law in Minnesota Statutes, chapter 626.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

CRISIS.

new text begin Training course. new text end

new text begin The board, in consultation with the commissioner
of human services and mental health stakeholders, shall create a list of approved training
courses to instruct peace officers in the techniques of responding to a mental health crisis.
A course must include instruction on one or more of the following issues:

new text begin (1) techniques for relating to individuals with mental illnesses and their families;
new text end

new text begin (2) techniques for crisis de-escalation;
new text end

new text begin (3) techniques for relating to diverse communities and education on mental health
diversity;
new text end

new text begin (4) education on mental illnesses and the criminal justice system;
new text end

new text begin (5) education on community resources and supports for individuals experiencing a
mental health crisis and for their families;
new text end

new text begin (6) education on psychotropic medications and their side effects;
new text end

new text begin (7) education on co-occurring mental illnesses and substance use disorders;
new text end

new text begin (8) education on suicide prevention; and
new text end

new text begin (9) education on mental illnesses and disorders and their symptoms.

new text begin A course also must include training on children and families of individuals with
mental illnesses to enable officers to respond appropriately to others who are present
during a mental health crisis. The board shall update the training list periodically as it
deems appropriate.

new text begin An individual shall complete a minimum of four
hours of continuing education training under subdivision 1 over three years.
