  1.1                          A bill for an act
  1.2             relating to highways; imposing requirements on 
  1.3             expenditure of certain trunk highway bond proceeds and 
  1.4             advance construction authorizations. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [HIGHWAY FUNDS; REQUIREMENT FOR EXPENDITURE.] 
  1.7      The commissioner of transportation shall spend all money 
  1.8   appropriated to the commissioner under Laws 2003, First Special 
  1.9   Session chapter 19, article 3, section 1, and all money 
  1.10  authorized to be spent under Laws 2003, First Special Session 
  1.11  chapter 19, article 3, section 3, not spent or obligated on the 
  1.12  effective date of this section, in the following manner: 
  1.13     (1) one-half must be spent on trunk highway improvement 
  1.14  projects that are physically located entirely or primarily in 
  1.15  the seven-county metropolitan area; and 
  1.16     (2) one-half must be spent on trunk highway improvement 
  1.17  projects that are physically located entirely or primarily 
  1.18  outside the seven-county metropolitan area. 
  1.19     [EFFECTIVE DATE.] This section is effective the day 
  1.20  following final enactment.
