  1.1                          A bill for an act 
  1.2             relating to law enforcement; prohibiting the 
  1.3             department of public safety from using trooper's 
  1.4             enforcement activity as a measure of performance; 
  1.5             imposing penalties; amending Minnesota Statutes 2000, 
  1.6             section 299D.08. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 299D.08, is 
  1.9   amended to read: 
  1.10     299D.08 [TRAFFIC CITATION QUOTA PROHIBITED.] 
  1.11     The state patrol department of public safety shall not 
  1.12  order, mandate, require, or suggest to a patrol trooper that the 
  1.13  patrol trooper issue a certain number of traffic citations or 
  1.14  warnings or initiate a certain number of traffic stops on a 
  1.15  daily, weekly, monthly, quarterly, or yearly quota basis. 
  1.16  Traffic citations, warnings, and traffic stops shall not be 
  1.17  included in a patrol trooper's performance evaluation.  A person 
  1.18  who violates this section is guilty of a misdemeanor.
