  1.1                          A bill for an act 
  1.2             relating to health; requiring a study of migrant 
  1.3             farmworker health and socio-economic data; creating an 
  1.4             advisory committee; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MIGRANT FARMWORKER DATA RESEARCH.] 
  1.7      The commissioner of human services shall collect, analyze, 
  1.8   and publish health and socio-economic data about migrant 
  1.9   farmworkers in Minnesota in consultation with an advisory 
  1.10  committee made up of representatives from migrant-serving 
  1.11  agencies, county economic assistance program staff, and migrant 
  1.12  farmworkers and family members. 
  1.13     Sec. 2.  [ADVISORY COMMITTEE.] 
  1.14     The advisory committee members should include 
  1.15  representatives from: 
  1.16     (1) Migrant Health; 
  1.17     (2) Migrant Education; 
  1.18     (3) Migrant Head Start; 
  1.19     (4) Migrant Legal Services; 
  1.20     (5) Midwest Farmworkers Employment and Training; 
  1.21     (6) Women, Infants, and Children's Supplemental Feeding 
  1.22  Program (WIC); 
  1.23     (7) Tri-Valley Opportunity Council; 
  1.24     (8) Minnesota Food Shelf Association; 
  1.25     (9) at least two county economic assistance offices from 
  2.1   counties with large migrant populations during the agricultural 
  2.2   season; and 
  2.3      (10) at least two migrant community members or advocates. 
  2.4      The advisory committee shall develop the research, 
  2.5   collection, and reporting requirements and ensure that the 
  2.6   results are shared among all members of the advisory committee 
  2.7   and all interested parties. 
  2.8      Sec. 3.  [APPROPRIATION.] 
  2.9      $50,000 is appropriated from the general fund to the 
  2.10  commissioner of human services to administer sections 1 and 2, 
  2.11  to be available until June 30, 1997.  The commissioner shall 
  2.12  allocate an amount equal to eight percent of the appropriation 
  2.13  to the council on affairs of Spanish-speaking people to pay for 
  2.14  the administrative and meeting costs of the advisory committee.
