  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to the city of St. Paul for various capital projects; 
  1.4             authorizing state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [ST. PAUL.] 
  1.7      The amounts in this section are appropriated from the bond 
  1.8   proceeds fund to the city of St. Paul for the following projects:
  1.9      (1) $1,100,000 is to acquire 27 acres of abandoned railroad 
  1.10  yards and build 2.4 miles of trail to connect the Willard Munger 
  1.11  Trail to the capital city core; 
  1.12     (2) $3,000,000 is to match a federal authorization for 
  1.13  developing the Upper Landing Park; 
  1.14     (3) $4,917,000 is for open space improvements on Raspberry 
  1.15  Island; and 
  1.16     (4) $380,000 is for capital planning of linkages to the 
  1.17  Mississippi River Regional and Dakota county Big River Regional 
  1.18  Trails and to study development of the East Bank Trails. 
  1.19     Sec. 2.  [BOND SALE.] 
  1.20     To provide the money appropriated in this act from the bond 
  1.21  proceeds fund, the commissioner of finance, on request of the 
  1.22  governor, shall sell and issue bonds of the state in an amount 
  1.23  up to $9,397,000 in the manner, upon the terms, and with the 
  1.24  effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.25  16A.675, and by the Minnesota Constitution, article XI, sections 
  2.1   4 to 7. 
  2.2      Sec. 3.  [EFFECTIVE DATE.] 
  2.3      This act is effective the day following final enactment.
