A bill for an act
relating to public safety; appropriating money for grants to reduce crime and
violence in African American communities.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MINNESOTA SAFE STREETS; APPROPRIATION.

new text begin $35,000,000 in fiscal year 2024 is appropriated from the general fund to the commissioner
of public safety for grants to fund services and programs to reduce crime and violence in
the African American community throughout the state. This is a onetime appropriation and
is available until expended. Of this amount:

new text begin (1) $21,000,000 is for community engagement and intervention using trained navigators
to patrol high-risk neighborhoods and other strategic locations that have a history of crime
and violence, reduce new occurrences, prevent escalation and retaliation after violent
incidents occur, and provide information and support to individuals in the community who
need critical services including but not limited to mental health and chemical addiction
counseling, housing, education, and job training;

new text begin (2) $7,000,000 is to provide services and programs to strengthen families, empower
parents, and nurture children impacted by violence through parent education and support,
peer-to-peer youth support groups, career planning groups, tutoring sessions, groups
addressing addiction, youth development opportunities, community-wide events, and other
services and programs leading to strong and vital communities; and

new text begin (3) $7,000,000 is to develop capacity throughout the community to respond to violence
and crime in effective and sustainable ways including but not limited to leadership
development, training in conflict resolution and anger management, restorative justice and
mediation, community listening sessions, coalition building and collaboration, training in
violence mitigation, and innovative problem-solving strategies to address violence through
grass roots community involvement.
