  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article XIII, by adding a section; requiring the state 
  1.4             to pay two-thirds of the cost of instruction at public 
  1.5             higher education institutions.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.8      An amendment to the Minnesota Constitution, article XIII, 
  1.9   by adding a section, is proposed to the people.  If the 
  1.10  amendment is adopted, the section will read:  
  1.11     Sec. 13.  The state must provide at least 67 percent of the 
  1.12  estimated costs of instruction for each public postsecondary 
  1.13  system.  
  1.14     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.15     The proposed amendment must be submitted to the people at 
  1.16  the 2004 general election.  The question submitted shall be:  
  1.17     "Shall the Minnesota Constitution be amended to require the 
  1.18  state to fund at least 67 percent of the estimated costs of 
  1.19  instruction for each public postsecondary system? 
  1.20                                     Yes .......
  1.21                                     No ........"
