A bill for an act
relating to education; natural resources; appropriating money to the Legislative
Coordinating Commission to study feasibility of program to authorize school
districts to borrow from permanent school fund.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; LEGISLATIVE COORDINATING COMMISSION.

new text begin (a) $....... in fiscal year 2019 is appropriated from the general fund to the Legislative
Coordinating Commission to fund a feasibility study of a program to authorize school
districts to borrow money for capital improvements from the permanent school fund.

new text begin (b) The Legislative Coordinating Commission shall issue a request for proposals for the
study and shall deliver the study findings to the chairs and ranking minority members of
the legislative committees with primary jurisdiction over education and natural resources
no later than January 15, 2019.
