A bill for an act
relating to health; requiring the commissioner of health to provide a grant to a
network of federally qualified health centers to support the development of
electronic health records; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin GRANT FOR FEDERALLY QUALIFIED HEALTH CENTER
ELECTRONIC HEALTH RECORD DEVELOPMENT.

new text begin $1,250,000 in fiscal year 2024 and $1,250,000 in fiscal year 2025 are appropriated from
the general fund to the commissioner of health for a grant to Breakwater Health Network.
The entity awarded the grant must use the funding to identify a new electronic health record
(EHR) system and contract with a vendor for the purchase, testing, and implementation of
the EHR system. The new EHR system that is selected must be designed to: (1) improve
patient care and documentation, and allow the exchange of patient information with other
treating providers; (2) establish an equity framework that allows for the collection and use
of information on social determinants of health and integrates health care with other
community resources; (3) improve the patient and provider experience, improve population
health, and reduce health care costs; and (4) strengthen the security of patient health
information. This is a onetime appropriation.
