  1.1                          A bill for an act 
  1.2             relating to highways; requiring commissioner of 
  1.3             transportation to provide incentives for use of I-394 
  1.4             parking ramp in Minneapolis by high-occupancy vehicles 
  1.5             traveling on highways other than I-394; amending 
  1.6             Minnesota Statutes 1994, section 161.1231, subdivision 
  1.7             2. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1994, section 161.1231, 
  1.10  subdivision 2, is amended to read: 
  1.11     Subd. 2.  [RULES AND PROCEDURES.] The commissioner shall 
  1.12  adopt rules and establish procedures for the operation and use 
  1.13  of the parking facilities.  The rules are exempt from the 
  1.14  requirements of chapter 14.  A copy of the rules that regulate 
  1.15  use of the facilities by drivers must be posted in each parking 
  1.16  facility.  The rules must: 
  1.17     (1) establish incentives, which must include preferential 
  1.18  parking locations, to encourage drivers of vehicles that travel 
  1.19  I-394 and that are occupied by two or more persons to use the 
  1.20  facilities; 
  1.21     (2) after satisfying the requirement of clause (1), 
  1.22  establish incentives that include preferential parking locations 
  1.23  to encourage drivers of vehicles occupied by two or more persons 
  1.24  to use the facilities; 
  1.25     (3) define peak travel hours and provide that during peak 
  1.26  travel hours single-occupant vehicles be charged a surcharge to 
  2.1   bring the parking fee for those vehicles to approximately the 
  2.2   same level as parking fees charged in the private parking ramps 
  2.3   located in Minneapolis; 
  2.4      (3) (4) provide preferential parking locations for vehicles 
  2.5   licensed and operated under section 168.021; 
  2.6      (4) (5) establish application, permit, and use 
  2.7   requirements; and 
  2.8      (5) (6) provide for removal and impoundment of vehicles and 
  2.9   assessment of a service fee on vehicles parked in violation of 
  2.10  this section and the rules adopted under it.
