A bill for an act
relating to health; appropriating money for water safety plans for cities.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin WATER SAFETY ACTION PLAN; APPROPRIATION.

new text begin (a) $....... in fiscal year 2023 is appropriated from the general fund to the commissioner
of health to prepare a statewide drinking water safety action plan in consultation with the
Board of Regents of the University of Minnesota. This is a onetime appropriation. The plan
must include recommendations for:

new text begin (1) protecting and improving the state's public drinking water through research,
implementation, and outreach;
new text end

new text begin (2) providing educational programs for later implementation that focus on water safety
for public water supplies;
new text end

new text begin (3) providing resources to identify hazards associated with aquifers and wells of particular
designs and ages;
new text end

new text begin (4) the preparation of a prototype plan that would combine source-water protection plans,
water supply safety plans, emergency response plans, treatment options, distribution-network
diagrams, and best operating procedures; and
new text end

new text begin (5) a template and funding options for a pilot study.

new text begin (b) The plan must be submitted to the chairs and ranking minority members of the house
of representatives and senate committees and divisions with jurisdiction over environment
and natural resources and health by June 30, 2024.
