  1.1                          A bill for an act 
  1.2             relating to natural resources; providing funding for 
  1.3             the acquisition and improvement of local natural and 
  1.4             scenic areas and regional parks; authorizing the sale 
  1.5             of state bonds; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $3,000,000 is appropriated from the bond proceeds fund to 
  1.9   the commissioner of natural resources for local initiative 
  1.10  grants for natural and scenic areas under Minnesota Statutes, 
  1.11  section 85.021, subdivision 4a, and for the greater Minnesota 
  1.12  regional parks grants program.  The regional parks grants must 
  1.13  be provided to public regional parks organizations located 
  1.14  outside the metropolitan area as defined in Minnesota Statutes, 
  1.15  section 473.121, subdivision 2, to acquire land, design, and 
  1.16  construct and redevelop regional parks and to acquire open 
  1.17  space.  The improvements must be of a capital nature.  Each $3 
  1.18  of the regional parks and open space grants must be matched by 
  1.19  $2 of nonstate funds. 
  1.20     Sec. 2.  [BOND SALE.] 
  1.21     To provide the money appropriated in this act from the bond 
  1.22  proceeds fund, the commissioner of finance shall sell and issue 
  1.23  bonds of the state in an amount up to $3,000,000 in the manner, 
  1.24  upon the terms, and with the effect prescribed by Minnesota 
  1.25  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  2.1   Constitution, article XI, sections 4 to 7. 
  2.2      Sec. 3.  [EFFECTIVE DATE.] 
  2.3      This act is effective the day following final enactment.
