  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for multicultural development grants; authorizing 
  1.4             state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MULTICULTURAL DEVELOPMENT GRANTS.] 
  1.7      (a) $2,511,000 is appropriated from the bond proceeds fund 
  1.8   to the commissioner of trade and economic development for 
  1.9   multicultural development grants. 
  1.10     (b) Of the amount appropriated in paragraph (a): 
  1.11     (1) $1,011,000 is for a grant to Watonwan county to 
  1.12  renovate and expand the Watonwan county-St. James Library; 
  1.13     (2) $500,000 is for a grant to renovate and expand the 
  1.14  library of the city of Pelican Rapids; and 
  1.15     (3) $1,000,000 is for a grant to the city of Minneapolis 
  1.16  through the Minneapolis Community Development Agency for design 
  1.17  and construction of the Glover-Sudduth Center for Urban Affairs 
  1.18  and Economic Development. 
  1.19     Sec. 2.  [BOND SALE.] 
  1.20     To provide the money appropriated in this act from the bond 
  1.21  proceeds fund, the commissioner of finance, on request of the 
  1.22  governor, shall sell and issue bonds of the state in an amount 
  1.23  up to $2,511,000 in the manner, upon the terms, and with the 
  1.24  effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.25  16A.675, and by the Minnesota Constitution, article XI, sections 
  2.1   4 to 7. 
  2.2      Sec. 3.  [EFFECTIVE DATE.] 
  2.3      This act is effective the day following its final enactment.
