  1.1                          A bill for an act 
  1.2             relating to regional development commissions; 
  1.3             requiring a regional development commission to 
  1.4             contract with local units of government and another 
  1.5             commission in order to conduct services in another 
  1.6             region; amending Minnesota Statutes 2002, section 
  1.7             462.391, subdivisions 10, 11. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2002, section 462.391, 
  1.10  subdivision 10, is amended to read: 
  1.11     Subd. 10.  [SERVICE TO LOCAL GOVERNMENT.] The commission 
  1.12  may contract with local units of government in its region to 
  1.13  provide them with services and technical assistance in the 
  1.14  conduct of local planning and development activities.  The 
  1.15  commission must contract with the commission and with a local 
  1.16  unit of government in another region to provide services and 
  1.17  technical assistance in the local unit of government in the 
  1.18  other region. 
  1.19     Sec. 2.  Minnesota Statutes 2002, section 462.391, 
  1.20  subdivision 11, is amended to read: 
  1.21     Subd. 11.  [PROGRAM OPERATION.] Upon approval of the 
  1.22  appropriate authority from local, state, and federal government 
  1.23  units, commissions may be regarded as general purpose units of 
  1.24  government to receive funds and operate programs on a regional 
  1.25  or subregional basis to provide economies of scale or to enhance 
  1.26  program efficiency.  A commission or a nonprofit corporation 
  2.1   created by the commission must contract with the commission in 
  2.2   another region to receive funds for and operate programs in the 
  2.3   other region.
